A training on electronic monitoring system of violence against women and/or domestic violence commenced at Public Safety Command Center 112 of the Ministry of Internal Affairs. Within the frames of the training, 12 employees of the Public Safety Command Center 112 will be trained by international experts for four days.
The training will discuss the practices of different countries, as well as the operation of electronic monitoring equipment, technical characteristics of equipment, the rules of installation and operation, as well as software, spatial planning and control.
The project is being implemented with the active participation and support of the European Union and UN WOMEN. It is noteworthy that UN Women purchased and handed over 100 electronic bracelets and related infrastructure to the Ministry of Interior.
Based on Georgian legislation, the electronic monitoring system will enter force on September 1, 2020. Public Safety Command Center 112 will provide the technical support.
Legislative amendments elaborated by the Ministry of Internal Affairs were approved by the Parliament of Georgia in July of this year. These legislative changes have been prepared in active collaboration with UN Women. As a result of the adopted legislative changes, additional mechanisms will be created to increase the effectiveness of the protection of victims of domestic violence and violence against women.. According to the law, with the issuance of a restraining order, it will be possible to impose electronic monitoring of the abuser if there is a real threat of recurrence of violence. An electronic bracelet will be attached to the abuser’s body, allowing the relevant employees of 112 to monitor the trajectory of the abuser’s movement in real time to make sure that they do not approach the victim, victim’s home, their office and other premises.
Evasion of electronic monitoring by the abuser will lead to criminal liability.
It is notable that fight against domestic violence and domestic crime is one of the main priorities of the Ministry of Internal Affairs, and the Ministry is gradually taking a number of measures in this direction.
