The installation of an analogue camera by the building will not be considered as fulfilling the requirements of the technical characteristics stipulated by the decree.
The video surveillance system installed by the facility should meet the following parameters:
a) video camera: network (IP);
b) Camera resolution: at least 3 megapixels
c) sensitivity: 0 lux in case of active lighting (0.1 without active lighting);
d) coverage area: it should be possible to visually see the 20-meter radius area of the main and spare entrances of the building;
e) Recording resolution: not less than 3 megapixels, not less than 5 frames per second. The recording carried out in day and night mode should allow the accurate identification of a person (object), (in the case of a gas station and a complex, the vehicle’s state license plate);
f) Certificate: the equipment must have an ISO certificate.
Objects that have a common entrance or whose entrances are located next to each other on the same part/section of the road, no more than 10 meters apart, can install a common external video surveillance system based on mutual agreement.
All objects are equally responsible.
At the main entrance of the building, at least 2 (two) video cameras should be installed on the outer perimeter, if the building has a spare entrance, it is mandatory to install 1 (one) video camera at each spare entrance.
If it is impossible to install two video cameras at the main entrance due to the location of the building or other objective factor, “112” is authorized to make an exception for a specific object and allow to install only one video camera. A protocol will be drafted regarding the case.
The act of installation is one of the mandatory documents for the object to meet the relevant permit, registration, authorization conditions, which confirms the compliance of the video surveillance system placed/installed by the object with the requirements of Government Resolution № 101.
Adopting the act of installation is mandatory only for the following facilities:
1. Pharmacy
2. Authorized pharmacy
3. Lending entity
4. Microfinance organization
5. Currency exchange point
6. Gambling institutions
7. School/higher and professional educational institution/college
8. Gas stations and complexes.
The Public Safety Command Center “112” issues the act of installation.
The facility is obliged to register on the portal – camera.mia.gov.ge and apply to “112” in order to obtain the act of installation.
In order to issue the act of installation, the fee for checking the object’s video surveillance system in 30 working days is 100 GEL.
Yes, it is possible. The fee is 200 GEL for 14 working days, 400 GEL for 7 working days, and 500 GEL for 3 working days.
Yes, because in the case of refusal to issue the act of installation due to the detection of a flaw in the video surveillance system, the service fee is not returned, and the facility pays the corresponding fee for each new application.
Every object has a right to a new application in case of elimination of the defect.
Yes, all the objects defined by the decree register on the portal, although the mentioned objects are not subject to payment of any fee when applying and they are not subject to the possibility of choosing different terms for checking the video surveillance system, since such objects do not have the obligation to have a video surveillance installation act according to the current legislation.
The owner of the object is obliged to make a non-interrupted video recording and to keep the recordings for not less than 30 days and not more than 6 months.
The representative of the object is obliged to report the existence of any technical error, indicating the appropriate period and reason of the error, on his profile on camera.mia.gov. in the notification column of the specific object where the interruption of video recording was observed.
The control of the object of the mentioned category is carried out by the relevant controlling body together with the Public Safety Command Center “112” and the sanction ratio is provided by the controlling body itself.
Control of the fulfillment of the requirements of the video surveillance system by the mentioned facilities is carried out at the initiative of the Public Safety Command Center “112”, at any time without hindrance.
Violation of the mentioned rules is an administrative offense and a warning is issues as a first stage. Failure to eliminate/correct the defect within 30 days of receiving the warning will result in a fine of 3000 GEL.
